US elections: Elon Musk claims he can cut $2 trillion from US budget at Donald Trump rally
Elon Musk, CEO of Tesla and owner of X (formerly Twitter), made headlines last month with his bold claim at a Donald Trump rally in New York. Musk suggested that the U.S. government could slash $2 trillion in spending by eliminating inefficiencies and waste. On Monday, the incoming administration announced Musk’s appointment as co-head of the newly established Department of Government Efficiency. The task at hand? Implement his vision for massive budget cuts.
The U.S. government spent $6.75 trillion in the 2023 fiscal year, according to the Treasury Department. Musk’s proposed cuts represent nearly 30% of this total. While such savings would transform the federal budget, many question whether this goal is achievable without severe consequences.
Musk will share the role with entrepreneur Vivek Ramaswamy, another advocate for streamlined government operations. Together, they aim to target inefficiencies, reduce bureaucracy, and restructure federal agencies. Musk cited his own experience at X as proof of his ability to downsize effectively, having reduced the company’s workforce by over 80% after acquiring it in 2022.
Despite Musk’s confidence, experts are skeptical. Federal spending can be broken down into mandatory and discretionary categories. Mandatory spending, which is legally required, accounts for about 70% of the budget. This includes Social Security ($1.46 trillion) and Medicare, the health insurance program for Americans over 65. These programs are protected by law and difficult to cut without major legal and political hurdles.
Discretionary spending, making up the remaining 25%, includes defense ($874 billion), education, transportation, and social services. Even if the administration eliminated all discretionary spending outside defense, the savings would fall short of $2 trillion. Entire agencies would need to be dismantled, a move likely to face public and political resistance.
Complicating matters, President-elect Trump has campaigned on promises that could increase spending, such as building an advanced missile defense system and making Social Security more generous by removing income tax on benefits. Analysts warn these plans could directly conflict with Musk’s budget-cutting mission.
Historically, even modest spending cuts have been challenging. In 2022, Republican lawmakers struggled to agree on reducing discretionary spending by $130 billion. Achieving Musk’s ambitious target would require unprecedented cooperation from Congress, a feat few consider realistic.
Another challenge lies in public perception. Essential services like education, transportation, and public safety rely heavily on federal funding. Any reductions in these areas could provoke widespread backlash, potentially derailing the initiative.
Economists also caution that cutting too deeply could harm the economy. Federal spending currently accounts for 23% of the U.S. GDP, less than in many developed nations. Still, significant reductions could disrupt critical functions and stall economic growth.
Meanwhile, the U.S. faces a growing deficit and ballooning national debt. In 2024, the deficit is projected at 6% of GDP, with the national debt nearing 97% of GDP. Absent major reforms, the debt is expected to surpass 125% by 2035. Critics argue that without addressing structural imbalances, Musk’s efforts may have limited long-term impact.
Despite these challenges, Musk remains optimistic. He has not clarified whether the $2 trillion target applies to a single year or a longer timeframe. Supporters believe that even partial success could set a precedent for reducing government inefficiency and improving fiscal responsibility.
Musk’s new role has sparked intense debate. Can a tech billionaire and self-styled efficiency expert deliver on a promise that has eluded generations of politicians? Or will the complexities of governing prove insurmountable? As the nation waits to see Musk’s plan unfold, one thing is clear: his appointment marks a bold, controversial chapter in U.S. politics.
