Cannabis-related crimes in Berlin have dropped sharply, falling by two-thirds since partial legalization earlier this year. Between April and October 2024, Berlin police recorded only 1,685 offenses under the Cannabis Act, including illegal trade and possession, alongside 81 minor administrative violations. These numbers represent a dramatic decrease compared to the same period in 2023 when 5,315 crimes were reported.

The shift highlights a growing acceptance of cannabis use in Berlin, often seen as Germany’s stoner capital. Unlike stricter enforcement in regions like Bavaria, Berlin police have largely adopted a more lenient approach. This approach fosters a peaceful coexistence between law enforcement and cannabis users, reflected in the city’s updated police statistics. Most violations involve minor offenses like using cannabis near schools or daycare centers, which remain prohibited under the law.

Green Party MP Vasili Franco praised the positive trend, citing that nearly 80% of cannabis-related crimes before April 2023 were linked to personal consumption. He noted, “The cannabis law is already showing its benefits by reducing unnecessary persecution, stigmatization, and criminalization of users. This decriminalization is not only humane but also eases the burden on police and the judiciary.”

Despite initial fears and criticisms about the new law, Berlin’s results suggest that partial legalization could pave the way for a more effective and balanced approach to drug policy in Germany. Advocates hope these changes will lead to broader acceptance and further reductions in cannabis-related offenses in the future.
